On both machines I use the most recent versions of R and RStudio. I'll also drop a question in the R-community and (tomorrow) I'll look at the URL's you suggested.

What is the tool/library you are using on Windows? Is it an R HTTP client that is interfacing some Windows DLL? Maybe they put this rejection in the DLL.
Maybe you can find another proxying server for raw Github files?
