By "local" in your message I think you mean local to the function call, not local in the sense of what db:system()/localoptions reports.

There's something not quite right about the documentation on options, but I can't yet put my finger on what it is. I know enough to proceed with my work, though, so thanks.

In Germany, people would use the euphemism "historisch gewachsen" for our documentation. – I am always pleased to hear that many users and customers praise our documentation for its comprehensiveness; but I have no doubt there's still a lot to be done when it comes to all the details.
