declare default decimal-format decimal-separator = ','

the missing decimal-format declaration has now been added to BaseX; feel free to check out the latest build:

http://files.basex.org/releases/latest/

The fix of the second issue is in progress (as there is no W3C test cases available yet for the new functions, this might take some more days).
