So i guess it's a security problem. I just checked it by myself on a remote server and i didnt get any problem. So i just can give your following advices: Please make sure Java is not blocked from the firewalls on both machines and check if the port is open and the hostname or hostip is the right one.

i just checked it with nmap on my machine, and it says exactly the same as yours. (with BaseX Server running and without) So dont give a lot on these results.
If you can connect local to the BaseXServer with just specify the port like:
java -cp BaseX6.jar org.basex.BaseXServer -p 1984
java -cp BaseX6.jar org.basex.BaseXClient -p 1984
and not remote like:
java -cp BaseX6.jar org.basex.BaseXClient -n host -p 1984
Then your server is wrongly configured, please check that first.
