This is just a quick reply, but you could have a look at the DBA XQuery code embedded with BaseX. Here, similar problems have been resolved: All pages have the same layout, static files are served as well, etc.
Feel free to ask if you need some more help with the code. It’s definitely not perfect; for example, the function-based generation of buttons, tables, etc. is just one of many options, and I am convinced there should be better alternatives.
