I am forwarding below a message from Gunn who, at the INESS workshop, again stressed the importance of establishing licensing terms for all treebanks integrated in INESS.
For ParGramBank, Gunn suggests that the DELA ("Deposition License Agreement") could be signed by a single copyright holder on behalf of the ParGramBank collective; I suggested Miriam as that person. That person then would have to get written consent from each individual treebank/grammar team who is part of ParGramBank.
Once the copyright holder has that written consent from everyone, the DELA can be signed, and ParGramBank can be distributed in INESS under a Creative Commons license (CC BY-NC-SA 4.0, https://creativecommons.org/licenses/by-nc-sa/4.0/).
Gunn also says that it is important that people know they still own the rights to the annotations/analyses; it's just that INESS is officially allowed to distribute them. I attach the original template document she sent me. For each individual ParGramBank treebank, the developer can be indicated on the treebank information page, so that appropriate credit is given.
If you have taken part in ParGramBank, or if you would like to participate in the future, could I ask the following:
1. Please check the attached form and make sure you are fine with the distribution of your work over INESS as well as the proposed license (CC BY-NC-SA 4.0). 2. If you have any issues with the DELA, let Miriam and me know; we can then discuss changes. If all of it is fine by you, we can then get written consent from you (we are currently working out the details) and finally license/distribute ParGramBank.

Please find attached a draft for a DELA for depositing ParGram in INESS. The best thing is perhaps if you fill in with the details available to you, and then you present it to Miriam in a state which looks more finished than the template I send you. Please CC me in your mail to her, and let me know what she thinks.
If she is positive, the next step is for her to ask for a written consent from a representative for each treebank in the ParGram collection (that they agree that Miriam can sign a DELA for distribution through INESS on behalf of all the developers. It is very important that she underlines to them that the ownership remains with them, INESS only offers a distribution channel for the collection.) I suppose for the Norwegian one, for instance: Helge or Victoria must give their consent to Miriam. When Miriam has a written consent from each of them, we can proceed to get the DELA signed and create metadata.
And please note that I send you an editable version, please make sure that you don’t change anything apart from the text parts where I specifically indicate that you edit :) When you are ready with a version for signing, please send it to me for a final check.
